From 1998 to the present, he has been a confidant to the president of Ireland, Mary McAleese, has given numerous speeches on her behalf, and currently serves as a research consultant to the Irish Trade Organization of the Republic of Ireland. This appointment has allowed him to significantly aid the United States in economic development through the creation of several military economic zones. He consults for military bases in Georgia, North Carolina, and Texas in an effort to build and strengthen the military economic zones that surround them.

Some of Parr’s awards and commendations include two Meritorious Service Medals, The Bosnian Service Medal, and the U.S. Navy Bingham Memorial Award for Management Excellence.
